TORITA serves all stakeholders of tobacco sub-sector in the country including farmers and buyers of tobacco products as set out in the institution's responsibilities and priorities. The institute also serves traders of seed inputs, agricultural pesticides and fertilizers in ensuring the best use and to the standards certified by research so that they can be used in the production of tobacco crops. Other stakeholders that works with TORITA includes TPRI (pesticides), TFRA (fertilizer) and TOSCI (quality seed registration) institutions.
